Prior to Kisuke becoming involved in Ichigo's world or heck, even before he became 12th Division Captain after Kirio Hikifune's promotion to the Royal Guard, Kisuke, alongside Yoruichi & Tessai, were childhood friends. Their friendship stems from the fact that they all grew up in the Shihoin Household. Though there's rare interactions between Tessai & Kisuke, it's clearly shown that they trust each other, have each other's backs, and are quite fond of doing whatever it takes to thwart Evil & preserve Order. Such an indication is when Tessai helped out Kisuke by using forbidden techniques in order to stall time for a remedy to save the Hollow-like Captains (later turn out to be the Visored). Growing up in the same household, it is assumed that they all know each other inside & out ~ much like siblings. That's why Kisuke relies on Tessai & Yoruichi ~ they're practically childhood friends who lived in the same household and their friendship can't easily be broken. After exile, they all remain close and still do whatever it takes to stabilize order and peace within the Soul Society & the Human World.
