The two duel-wielding captains that Captain Yamamoto, former 1st division Captain,
admired as if they were his own sons. One is a womanizer and the other is sick, but in battle, they are incomparable. Together, they are two of the strongest Captains in the Soul Society, even surpassing the newer generation. It's no question that when Captain Yamamoto started the Academy, these two were the first captains and thus, their experience as captains is beyond excellence. They are both efficient in using their Zanpaktou, Shunpo, and being able to withstand more than usual for Captain standards. Even Coyote Starrk (1st Espada) commented that if the 8th Division Captain is strong, is he stronger than Hitsugaya Toshiro, the 10th Division Captain? Perhaps in a few 100 years Kyoraku explains, meaning that despite his power, it would take 100 years or more for prodigal Captain Toshiro Hitsugaya to best him. Jushiro is always sick in his barracks, but that doesn't stop him from upholding his duties as a Captain. During the Rescue Arc, these two would go through the trouble of stopping the execution, helping out Ichigo, and even engaged in battle with Captain Yamamoto, their teacher, mentor, master, and the strongest Captain of the Soul Society (being the one that created the Gotei 13). Their camaraderie as captains is best simplified like this - they're brothers who have each other's backs. Both powerful, calm, and having each other's backs, Shunsui Kyoraku & Jushiro Ukitake are the strongest Captain duo in the Gotei 13.
